Pac-Ten wins by offense. Big-Ten wins by defense. Therefore scores don't really matter. Hence, UCLA's win against San Diego State does NOT mean that it's better than Michigan's win against San Diego State just because they won by more than a field goal. In the end, all that matters is the "W."
